  • The Charlotte Southe Centre for Intelligence was originally designed as a combined traditional and vocational high school, with construction beginning in 2007, and is the flagship building of the UniverCity as well as the largest. In its fictitious element, it is the central headquarters of the Internal Central Intelligence Service (ICIS) and operates in the public sphere under the name "Pegicis Warehousing + Logistics". Now located on the west part of campus, the building outgrew its original placement and had to be relocated to its own facility. It was converted into an alternate history military intelligence institution in the summer of 2018. Due to its size, it also requires its own generator to power the lights and other electronic features that the building incorporates. Perhaps its most notable feature, however, is the 4-foot tall, hand-carved, wooden eagle at the main entrance. Charlotte-Southe also incorporates a German-engineered elevated garden-scale railway that runs from the main building to the "Karlin Reich Annex" in another adjacent building, known as the "Skyline" (similar to a monorail). As a military intelligence building, it does, of course, have "classified" features, some of which are disclosed in the Restricted Access Gallery. In fact, nearly all of the amenities within "The Karlin Reich Annex" are undisclosed, and for now, the functionality, and even the location, of the Lauremburg Annex is under wraps.

     

    As a military intelligence installation of the fictional "Internal Central Intelligence Service (ICIS)" under the U. S. Department of Homeland Security, one of the Charlotte-Southe CFI auditoriums serves as a "Committee Chamber." This is where the three committees that govern the agency meet, It's size and volume makes it the largest, single room in the entire UniverCity. And, in its furnished state, is an exceedingly, almost imposing, structure, similar to a large meeting room one would observe in a federal capitol building or other statehouse. However, due to the sensitive nature of this area of the building (and Charlotte-Southe in general), this remarkable room, in its furnished state, is only viewable in the Restricted Access Gallery, thereby making it, quite literally, the UniverCity's largest secret.

     

    While the interior of The Karlin Reich Annex is not photographed, its exterior is certainly one of the more notable ones in the UniverCity, and certainly one of the more expensive being comprised entirely of marble and bronze. The facade is very palatial with a main entrance that resembles that of Greek architecture and incorporates 4 bronze statute figurines of blind-folded Lady Justice at the base of the 4 columns as well as a large bronze figurine of St. Michael the Archangel in the center. Even more remarkably, this entire facility has no windows due to security concerns, earning it the nickname "The Palace with no windows."

  • How The Internal Central Intelligence Service (ICIS) Works

    In its fictitious element, The Internal Central Intelligence Service (ICIS), located within the Charlotte-Southe Centre for Intelligence, is governed by three unique committees:

    1. The Monolithic Universal Surveillance and Intelligence Committee (aka M.U.S.I.C.)
    2. The Weapons Analytics and Telecommunications Committee for Homeland Threat Overwatch and Worldwide Extrajudicial Reconnaissance (aka W.A.T.C.H.T.O.W.E.R.)
    3. The Veridical Assessments and Tactical Intelligence Committee for Actionable Networks (aka The V.A.T.I.C.A.N.)

    M.U.S.I.C.

    This committee answers the essential questions of What activities require surveillance? What tools, resources, and strategies do we use to execute this surveillance? M.U.S.I.C. develops the tools and tactics for surveillance operations, including the development of divisions within the ICIS.

    W.A.T.C.H.T.O.W.E.R.

    This committee answers the essential questions of Who do we surveil? When and where will this operation take place? This committee truly lives up to its name. It is a "watchtower" that identifies and monitors potential threats before appealing to the third and final committee for assessment.

    The V.A.T.I.C.A.N.

    Yes, this committee is every bit as powerful as the acronym suggests, and serves as judge, jury, and executioner. The V.A.T.I.C.A.N. assesses the identified threats, and, if valid, determines the tactical response, as well as which actionable network will carry out the mission to eliminate the threat.
